A news report had been airing for the past month after CAIN had been finally defeated along with its masters the Dark Five and the alien beast known as Aul-Sin. The World Council has been discussing the retirement of the Guardian System, and by the report of one Minister Michael Cordoba of Spain, a return to the old ways before CAIN, with a United Nations and the return of the old world governments.

This move would be costly, not only in resources but to the current Guardians. The retirement would call for full disarmament, dismantling the Accel Chip Program, and inhibit the DNA and powers granted by the world fusion. It would also call for the inhibition of natural Digimon powers and the alteration of all living Hybrids and DNA Infusers.

It's already been predicted about the cost of said plan not to mention the strain in human and Digimon relations this might bring about. All the Guardians can do is wait for the end.

That is, until GuardMaster Stone Spiegel announced his plan to attend the World Council hearings and counter Cordoba’s plan with one of his own, one he was working on from before CAIN was destroyed in Ground Zero.

The day of the hearings came, and all citizens were glued to their seats as they watched the proceedings on various televisions, the internet, and heard on radio.

Minister Cordoba: The Guardians are far too dangerous to remain armed. Look at some of these reports. We have a boy in Cyan that can manipulate the weather with a HAMMER, a girl from the same place that is a living nuclear reactor, a team of Guardians in Iceland that together can cause enough seismic reactions to level a city, and that's just the tip of the iceberg. My plan will confiscate all Ancient Weapons and have them locked away, and then inhibit these powers that could easily let them hold the world to ransom. I mean look at our own Guard Master, his Zeo has an endless supply of power, and when he was but a boy he took out an entire island by himself! As a boy! As a man with far more control he is a constant threat to our well-being! We will return to the old ways that were so comfortable and easy to look into. Why have a supply of warriors when no threat is there? That’s just begging to be overthrown by a bunch of savages. I vote for one world, one peace, and in this world, the battle hungry are unwelcome. I'm Michael Cordoba, and I demand peace of mind!

Some applause went out..

Of course, the citizens were furious.

ChairWoman Bradley: Next we hear the plan of current Guard Master, Sir Stone Burrel Spiegel.

Stone stood up, as passed Cordoba as he went to his platform.

Cordoba: Don't worry, Spiegel, you’ll still get taken care of in my world order.

Stone: Don't count on it, snake.

Stone went up to his podium, and stood before the world. Everything went silent.

Master Spiegel: I know you all are happy to see CAIN gone. And I know that originally the Guardian System was created for the purpose of destroying it..but tell me this. Did anyone have a plan as to what to do after CAIN was gone? No, because it was supposed to be short term, that the war would only go on for a couple of years. How wrong our forefathers were. We now stand at an important turning point, and the only plan is to thank all these young men and women by casting them aside. Cordoba says that this will keep the peace,but if you suddenly skyrocket the unemployment rate and increase taxes on the lost THAT is begging for riot. This strategy will only serve to turn heroes into villains and most of all Digimon against human once more. We would be walking into another Destiny War with less armament than before, under a government we already know is flawed, with fixed elections and paid off politicians with no handle on the real world or battle.

I've been running some figures and doing some research, and it has presented me with a question as to how much we know about our world. I have here a survey taken across the globe, and the numbers are pathetic. I've looked into the relics picked up just before the final battle with Sin, and the numbers are even worse. If more funding had gone to the sciences this battle would have been over far sooner, the time cut by years. But all that anyone wanted was more weapons with no explanation. Ministers of the World Council knowledge is power and how can we win if we know our enemy but not ourselves? With more intelligence CAIN would not have been the problem it was and we wouldn't have needed so much interference from Eden. You also say that the Guardian System has lost it's usefulness, but you couldn't be more wrong. I have here with me a list of attacks not related to CAIN. From Mirai Archipelago alone we have the legendary Digimon Kishinmon and Ghaleonmon, the warrior Lucas Blight, the Dark Five Generals Nima Daisuke, Wolfgang Von Reinhart, Yoshino "Rogue" Shugotenshi, Seth Tyranus, and Toujin "Trash" Kurokawa, their pawns the Umbromon Clan, and their master the alien beast Aul-Sin. CAIN was just a minor weapon to these people. Sin wasn't even of this planet and carried with him a power greater than CAIN. Regardless of all this with no training to take on such menaces the men and women and the Guard System took them on not knowing if they'd ever come back to see their families and friends. If we retired the current system now, what would we do if a new threat presented itself? The system would be reinstated once again after the old ways fail and just like when we first started we'd be clumsy and unprepared.

Chairwoman Bradley: ...so..what do you suggest then, Sir Spiegel.

Stone smiled, pushing a button on his console. A hologram appeared over his old ones. It showed a new symbol with a new title.

Explorer Guardian

Master Spiegel: This new system, Explorer Guardian. Using a new program called the Explorer Protocol, the current Guardians can continue to serve the people and also begin to enrich their minds and our own for the betterment of humanity and Digimon-kind.

Chairwoman Bradley: And how would you expect warriors to become scientists?

Master Spiegel: The same way they have continued to be educated, by loading it into their Accel Chips.

Chairwoman Bradley: And this technology, how ccan it be better than Cordoba's plan?

Master Spiegel: Simple, Madame. Recycling. Nothing is wrong with our current technology, we simply improve upon what we have, not make something completely different. I'm transmitting to you all now the costs of my plan.

The transmissions went out to each councilmember, and their eyes went wide as the cost was compared to Cordoba’s gran strategy.

Master Spiegel: In this way, we stand ready to combat anymore threats, and while we do, we collect more information that could reduce the fog we have over our histories and use them against whoever may rise to try and destroy our prosperity. Thank you.

Stone bowed formally, and a large applause rose from the building. Across the planet, cheers went out. The battle wasn’t over yet. A vote had to go out now...

Chairwoman Bradley: We have decided. Minister Cordoba.

Stone grimaced as Cordoba stood and presented himself with a smile.

Chairwoman Bradley: We are sorry but your plan is too costly physically, emotionally, and economically. We cannot afford such a high price for peace of mind.

Cordoba's jaw dropped.

Chairwoman Bradley: Representing the World Council, we gladly accept Master Spiegel's strategy, and have voted to extend your term to make sure this new system goes off without fail.

Stone rose from his seat, presenting himself and bowing again.

Master Spiegel: I thank you, council. The Guardians thank you all.

Across the world impromptu parades rocked the cities and countrysides. Human, Digimon, and Hyrbid alike celebrated their continued freedom.



A new age of exploration has begun. The story of the Guardians begins one year from this day..
